Imagine that a community of people is built on three pillars: shared history, shared beliefs and values, and shared purpose. You can think of it in terms of time as well. Shared understanding of the past, shared experience of the present, and shared vision of the future. There are slight variations at the individual level, but by and large the members of the community have commonalities around these three pillars.
For an interesting lead character to emerge out of a homogenous community, they will need to have significant variation in at least one of the categories. Better if it’s all three.
Move your character more than one standard deviation off the norm.
They were born under mysterious circumstances. They don’t believe the origin story. They celebrate a different holiday. They are trying to build a future no one understands yet. They operate on a value system that makes the people around them uncomfortable.
Make them an outsider in their own community. Then send them on a hero’s journey.
Now you have something interesting to build around.
